PRICE HIKE CONFIRMED AS JOBS PUT AT RISK

Hard on the heels of confirming that boaters will see their prompt payment discount halved from next April and that it is going ahead with hikes in licence fees the following year, including charging more for boats wider than seven feet, Canal & River Trust has also announced that 200 staff are now formally at risk of redundancy in the run-up to Christmas, reports Peter Underwood

Jon Horsfall, head of customer service support at Canal & River Trust, claimed licence fee hikes were vital as it: “ helps ensure that we can carry out the vast amount of work needed to keep the waterways available to boaters.”   

Meanwhile C&RT Chief Executive Richard Parry was announcing that 200 jobs needed to be ‘re-designed’ as part of the Trusts move from 10 to six regions and the switch from being navigation centred to being focused on general ‘wellbeing’
Many of those at risk work with volunteers, including all Operations and Construction Supervisors, Volunteer Development Co-ordinators, and Development & Engagement Managers, and Parry attempted to reassure the volunteer workforce in an email.


He said: “I know that many of you will work closely with some of those who are affected, and I stress that this doesn’t mean we are removing these posts entirely; rather we are re-designing roles to provide what the Trust needs for the future under our new Regional structure. All those placed at risk will be asked to advise us of their aspirations and preferred outcomes, and we will do all we can to ensure that the process is managed sympathetically and fairly.


“Thank you for volunteering for the Trust; we do not expect there to be any impact on your work with the Trust during this period of change.”


The immediate response from one volunteer, Peter Macfarlane, was: “With immediate effect I will no longer be volunteering for the Trust.


“With the whole of the network falling into disrepair you decide to cut more staff. You would do more good culling the directors /trustees who are only there for a jolly up without a care for the canal system.”

Parry told the workforce, in another email: “As you know, the Trust has been repositioning as a charity for the Waterways and Wellbeing, with a new structure that has seen us move from ten waterways to six larger regions, each headed by a Regional Director, with some activities previously managed centrally now devolved to these Regional teams, and a reduction in senior manager numbers overall.

“The proposed new structure has resulted in some colleagues from Operations, Fundraising, and Direct Services, a group of approximately 200 colleagues overall, being placed “at risk”.

“I should stress that this doesn’t mean we are removing these 200 posts, rather we are re-designing roles to meet what the Trust needs for the future.  Please also note that Operative roles are not affected.”

C&RT has a legal obligation to enter into a collective consultation with its trade unions, Unite and Unison, which starts on 15 November and continues until mid-January 2019.”

Parry claims: “It is our firm hope and aspiration that any job losses will be voluntary, and we will be working with our trade union colleagues to manage the process in the most sensible and least disruptive way.”

To be fair he didn’t wish his workforce a Happy Christmas.

So the directors all got pay rises and bonuses,whilst the workers are getting laid off to balance the books.
There is only one word for a man that condones such a practice,and I wont get this posted if I use it.

Parry should be ashamed of himself. As should his merry band of cronies. Slowly but surely he chips away at the boaters rights. Changes the rules. Pretending to hold consultations and then doing what he planned in the first place anyway. Wellbeing? What about the boaters wellbeing his workers wellbeing. And how will the volunteers wellbeing be after they realise they put men and women out of a job. And do it for free

If there is one thing for sure CRT and Mr Parry do not have peoples rights or wellbeing as a priority

The clock is ticking Mr Parry the wellbeing avenue is about to close
and you can not deny that you have been given the opportunity to be honest and admit that there is has been no legal right of navigation on the Rochdale Canal since the passing of the Rochdale Canal Act 1952
Your management of this situation has been and is a disgrace
if you are provided with documentary evidence why did you appoint e


xternal solicitors to try to contradict it when doing so both impacts on the wellbeing of the person reporting the fraud and the reputation of a charity which has always been by any common sense measure likely to fail
Expect a call from the Big lottery Fund and the Charity Commission

what if someone forgot to inform a public inquiry of the laws governing the Rochdale Canal then forgot to inform a High Court Judge of the same laws in order to have a member of the public imprisoned in a high security prison
This is the reality of the management of BW and CRT

I for one cannot wait to hear about the Rochdale Canal fraud story in the media. I have said almost from day one of the CRT takeover and following their 'accidental' omission of maintenance and preservervation of the navigation in their initial statement of the charity's objectives (which was finally only included as an after thought following something of an outcry from boating organisations and the boating community) that there was a 'hidden agenda' which did not include the duty they were supposedly put in place for in the first instance ! Mark my words, Parry will shortly leave the sinking ship like the rat he is ! No doubt taking with him a large severence package and pension with a distinct possibility of a knighthood to follow in the new year's honours list... if not in 2019 then certainly before the funding runs out ! Perhaps to be quickly followed by his 'posse' of pals ! Good riddance to the lot of them, maybe once they have all gone we can get on with the business of actually looking after and maintaining the navigation as opposed to merely paying lip service to doing so !

the media are and have been part of the problem lets see what the justice minister does to investigate this fraud if i were the court of appeal judge involved i would be unhappy to say the least
the people i feel most for are the bw / crt staff who have been made to feel that they have to lie to judges to keep their jobs
sitting in court and watching a member of the public be carted off to prison as a result of your own cowardice can not leave you feeling human


but crt boss Mr Parry does nothing when made aware of the situation then seeks to re brand the sinking ship as a wellbeing charity foolish at best
but dont worry if this fraud is not publicly admitted i will post all the evidence of this fraud conspiracy
if you believed it was them against us the documents i will post will blow you mind
if you want to re-open the Rochdale Canal do it legally it is better for everyone concerned
if Mr Parry admits that bw and crt have lied about the laws governing the Rochdale Canal we can return to a situation where government accepts its responsibilities as a result of nationalisation
of the railways and ends this ridiculous charity adventure
obviously the Rochdale Canal was never in public ownership until the canal trust bought it in 2000 however even crt admit that the laws governing the use of the Rochdale Canal are contained within the 1794 - 1965 acts if you have reservations google crt board minutes 128
if Mr Parry has any gaps in his knowledge of the Rochdale Canal fraud then he should perhaps consult ONE OF HIS TRUSTEES AND YES I DO KNOW YOUR NAME AND THE POSITION WHICH YOUR FATHER HELD

oh yes Parliament would never agree to it

over 60 million pounds of public and charity money wasted on a scheme that Parliament never have nor will support which is why council tax payers from the boroughs which the canal passes through are picking up the maintenance bill instead of CRT

big lottery fund have evidence that the funding application and the legal opinions provided avoided the thorny topic of the laws governing the Rochdale Canal anyone else believe that they are legally obliged to report this to the police as 11.923 million pounds is hardly an insignificant sum even today let alone in 2002
lets all keep quiet and forget we have and continue to break the law

just looked at the legal opinions provided to the millennium commission
in order to gain the 11.923 million pounds of grant funding

given that Oldham Council were involved so closely with the Huddersfield Narrow Canal re-opening how could any competent local authority forget to include the fact that the Rochdale Canal Acts 1794-1965 represent the current laws governing the Rochdale Canal in a legal opinion when they clearly knew of the statutory limitations governing canals closed to navigation by Parliament as a result of their involvement in the Huddersfield Canal scheme

is it really the case that nobody has the strength of character to come forward and expose the facts perhaps the big lottery fund or the charity commission will help with the cover up not quite so sure about the Justice Minister

making a mockery of the entire British Judicial system to cover up an act of fraud is never worthwhile but to do so in order to re-open an unwanted canal can never be justified under any circumstances

oldham council provided a legal opinion in order to gain the 11.923 million pounds of lottery funding after first being involved in the reopening of the Huddersfield Narrow Canal the reopening of which required an act of Parliament [the 1988 British Waterways No 2 Act ] although simultaneously may be far more accurate

the text closing both the Rochdale Canal and the Huddersfield canal
are the same apart from the fact that the Rochdale Canal Act 1952 gives all abutting landowners the right to buy and infill the Rochdale Canal and also states that the land occupied by the canal must be treated as derelict land under the Town and Country Planning Act

History shows that these laws were recognised by all the Local authorities involved for years so why lie to break the law when you can petition to change these laws unless you felt that you had the backing of Government officials or perhaps your father was a Labour

what if Francis Done explained just what exactly has and continues to go on as Rochdale Council Chief Executive at the time OF THE FUNDING APPLICATION and Director of the Rochdale Canal Company [required in law as a result of the Rochdale Canal Acts 1794-1965 ]
as we know Francis Done is a trustee at CRT WHY
THEN DID CRT NEED TO HAVE EXTERNAL SOLICITORS TRY TO DENY THIS FACT

IF ANYTHING I HAVE WRITTEN HAD BEEN UNTRUE I WOULD HAVE BEEN SERVED WITH A COURT ORDER WEEKS AGO IF YOU HAVE EVIDENCE YOU CAN COME FORWARD

i have had my business and health ruined been beaten and suffered an attempt to have me imprisoned by officers of Rochdale Police on not one but two occasions in both High Court Civil Proceedings in 2007

then been unlawfully imprisoned in 2008 as you may imagine it does not matter how long it takes or how many times or by whom you are told you are wrong you get to the truth your word in court is worth nothing against public bodies and their legal representatives as i have unfortunately found however you can not change history in the short term at least
civil servants wise up or face prosecution
only joking the law does not apply to you apparently or is that just your own view

Despite reading all of these comments referring to a fraud having been committed on the Rochdale Canal, I am still at a loss as to exactly what is supposed to have happened. Perhaps somebody could explain...

One thing is for sure, this is not a news that we want to hear. Redesigning 200 jobs was such a hassle thing especially for these employees who will be greatly affected by such process. But we are left but to follow the said process if the higher position thinks that it could be the best thing to do so far; the best decision to lessen the burden on different industries and the said stuff. I am still hoping that we will learn from this experience, and get a lot from it!
